Before continuing, it is suggested that this report be scanned for content so that the varioussections and recomendations can be matched to corresponding sections of this plan. Questionsthat must be answered are as follows
Please note that this plan is meant to define the limits of Federal Government responsibility toits citizens. It shall be up to each State to decide which of the excluded services and programsare to be retained as State Functions. This plan will span a period of Tenyears. The goal of this plan will be to reduce the size of government and number of employees bytwo thirds (66%). |
Before the start of the Transition, a preparation documentmust be in place to outline the activities necessary to achieve the desired results. A year byyear progression of events shall lead our government to the desired outcome ten years later. |
The Transition Plan shall change our Democratic Republic by reflecting new methods of governance. New powers are to be granted to theNational Governors Association (NGA) and would enable thisorganization to:

Our government's system of taxation has grown into a wastefull and unmanagable monster. All Taxessupporting our government must be rescinded and replaced by Taxing the People or by Taxing the States. |
The plan for Social Security features moving the benefit eligabilityage to (70) and eliminating taxes on benefits. Where taxes arerescinded, benefits are rolled back an equivalent amount so the benefit recipient seesno change in income. |
The plan for Medicare moves the eligability age to (70) and includes the imposition of limits on the amount of money a singlerecipiant can receive from the federal government. Catastrophic medical costs cannot be allowed to threaten the whole health recovery system.Therefore, a special tax has been proposed to provide a pool of money to soften the affects ofthese large expenditures. |
This government must control its power to Regulate. The federal governmentmust restrict regulations to the three major areas of responsibility as outlined in our Constitution.These are:
We must recognize that our States are perfectly capable of regulating where necessary andhave done so. Our Constitution does not authorize the Federal Government to regulate Education,Housing and the Minimum Wage. We must also remember that nonconformance to National Standards can also result in abstractregulation. As an example, nonconformance to National Standards could cause our Insurance Premiums togo up. Therefore, a good Standard can be a subtle Regulation. |

During the transition period, the Executive Branch, the Judicial Branch and the Legislative Branchwill all be changed to reduce cost. |
There are way too many agencies funded by our government. While we hold theseorganizations in great esteem, many do not make any contributions to the operation of ourgovernment. During the transition, the funding for nonessential agencies will be reduced by ten percent (10%)each year until they are no longer "on the books". |
For decades, managers of government projects have deliberatly wasted excess funds bybuilding roads and bridges to nowhere, or painting rocks around cafeterias. They did thisbecause their has been no easy and formal way to return excess funds to the Treasury.Managers were told that if they did not spend all the money allocated, they would notreceive as much next year. Now we all know that any well designed project must include Contingency Funds in itsbudget. Unforseen glitches often occur. Problems such as missing parts, employee errorsand bad weather can often raise the cost of most endeavers. But when the job is completed,managers must be held responsible for the Contingency Funds that were not needed. During the Transition period, the Department of the Treasury should be directed to designand impliment a process to aid the return of excess funds to the treasury. Managers shouldbe encouraged to use such a system. It is suggested that all managers be required to writean additional report if no excess funds are returned. |
Unused lands owned by the federal government shall be reduced by the specified goal by returningsuch lands to the states in which they reside. This shall be accomplished at no cost to the States. All other unused property, including buildings, shall be disposed of at auction during thetransition period. |
Our Northern Border with Canadais 5525 miles long and gets very cold in the winter. Its security would be establishedby the construction of a wall along its entire length. The total cost to the average tax payerwould be about 30 dollars a year during the 28 year construction period. Our Southern Borderwith Mexico is approximately 1900 miles long. Congress seems unwilling to tinker with the Federal Reserve. This is because such a financial systemis very unique in its size and scope. This organization was created in 1913 to prevent the devastatingdamage to our economy caused by the bank runs experienced in 1907. As has other parts of this government,it has grown to proportions that could not be imagined one hundred years ago. We must reorganize this bureaucracy so that it is more easily understood and can be more adequatelymanaged. This will be accomplished by providing congress with the unique tools required to understandand control the biggest banking system in the world. Only then can we limit its size. |
Our federal government will soon have the power to predict the political behavior of each individualamerican citizen. This will be accomplished with new technology including enormous data storage capabilityand large numbers of high speed computers. This new acquisition of power has been officially motivated by claims that it will enhance the government'sability to catch would be terrorists. However, improper use could include the intimidation of each citizenwho may be deemed a threat to the controlling political party. The scope of use of this equipment must be closely controlled and the use of this new power must befrequently audited by independent auditors. |
Congress continues to overspend and has raised the national dept to unheard of levels ($16 Tr). Theyignore requests to use established business practices such as approving and complying with a budget. To control this behavior, the voters must fight back by voting incumbents out of office at everyopportunity. This is a shameful state of affairs for our government. |
A Federal Official with the power of our President requires special attention by the Voters. With a government of the people, the Votersare responsible for selecting a capable person to lead their country. The President of the United States must be able to earn the Trust, the Respect and the Loyalty of the American People. The President must also be able to assemble a cadre of advisors and officers that already have the Trust, the Respect and Loyalty of the people. |

After assembling this plan, it is my opinion that too many of our federal officials have determinedthat, to retain their jobs, they must make a charity organization out of the U. S. Government. Toomany government workers pat themselves on the back whenever a Grant is Awarded or a Regulation iswritten or an Agency is created. Each of these actions has cost the american people hard earnedmoney. The truth is that our governent must restrain itself, confine its activities and, each year,present an ever smaller bill to the american people until our goal is reached. |
